Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Automobile Wheel Rim Component Amendment Order-II (Quality Control) Order, 2023.

BIS Amendment Order-II for the Automobile Wheel Rim Component

OVERVIEW

The Ministry of Heavy Industries has issued the Automobile Wheel Rim Component (Quality Control) Amendment Order-II, 2023.

This amendment, effective from December 22, 2023, or the date of its publication in the Official Gazette, whichever is later, introduces modifications to the existing regulations outlined in the Automobile Wheel Rim Component (Quality Control) Order of September 21, 2020.

The amended order is applicable to specific goods or articles as detailed in the table, with the following exceptions:

  1. Automobile wheel rims intended for export.
  2. Up to five wheel rims per vehicle, in accordance with Rule 126A of the Central Motor Vehicles Rules, 1989. This rule provides relaxation from testing if the number of vehicles sold in India for a given base model and its variants is less than 250 in any consecutive period of six months in a year.
  3. Import of up to 5,000 units of 4-Wheeler Automotive Wheel Rims (for 1,250 vehicles) by a 4-Wheeler vehicle manufacturer per financial year, specifically for repairs or after-sales service purposes.
  4. Import of up to 10,000 units of 4-Wheeler Automotive Wheel Rims (for 2,500 vehicles) per financial year, per 4-Wheeler vehicle manufacturer for Research and Development (R&D) purposes.
  5. Import of up to 50,000 units of 4-Wheeler Automotive Wheel Rims (for 10,000 vehicles) per financial year, per 4-Wheeler vehicle manufacturer for the manufacturing of 4-Wheeler vehicles in India.
  6. Import of up to 24,000 units of 2-Wheeler Automotive Wheel Rims (for 12,000 vehicles) per financial year, per 2-wheeler vehicle manufacturer, specifically for repairs or after-sales service purposes.
  7. Import of up to 10,000 units of 2-Wheeler Automotive Wheel Rims (for 5,000 vehicles) per financial year, per two-wheeler vehicle manufacturer for Research and Development (R&D) purposes.
  8. Import of up to 70,000 units of 2-Wheeler Automotive Wheel Rims (for 35,000 vehicles) per financial year, per 2-wheeler vehicle manufacturer for the manufacturing of 2-Wheeler vehicles in India, subject to the condition that not more than 25,000 Automobile Wheel Rim units of one type are imported.
