Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Welding Rods and Electrodes (Covered electrodes for manual metal arc welding of carbon and carbon manganese steel) (Quality Control) Order, 2023.

OVERVIEW

The Ministry of Commerce & Industry has introduced the "Welding Rods and Electrodes (Quality Control) Order, 2023," effective six months from the date of publication.

However, small enterprises, as defined by the Micro, Small and Medium Enterprises Development Act, 2006, will have a grace period of nine months, while micro-enterprises will have twelve months.

To ensure compliance with quality standards, goods or articles falling under the category of Welding Rods and Electrodes must adhere to the corresponding Indian Standard 814:2004 (Covered electrodes for manual metal arc welding of carbon and carbon manganese steel). These products are required to bear the Standard Mark, obtained through a license from the Bureau under Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

It's important to note that this order excludes goods or articles manufactured domestically intended for export.

Furthermore, the order does not apply to goods or articles produced domestically by enterprises registered under the "Udyam portal" of the Ministry of Micro, Small and Medium Enterprises, provided their investment in plant and machinery or equipment does not exceed twenty-five lakh, and turnover does not surpass two crore rupees for the previous financial year, as certified by a Chartered Accountant.

The Bureau is designated as the certifying and enforcing authority for Welding Rods and Electrodes.

Any violation of this order is subject to punishment under the provisions of the Bureau of Indian Standards Act, 2016. Stakeholders are encouraged to comply with these standards to uphold the quality and safety of Welding Rods and Electrodes in the market.
