BIS QCO for Footwear made from All Rubber and all Polymeric Material and its Components (Industrial and protective rubber knee and ankle boots)

OVERVIEW

The Ministry of Commerce and Industry has issued a quality control order titled "Footwear made from All Rubber and all Polymeric Material and its Components (Quality Control) Order, 2024."

This order will be effective from August 1, 2024.

It mandates that goods or articles such as Industrial and protective rubber knee and ankle boots must conform to the corresponding Indian Standard IS 5557:2004 and bear the Standard Mark under a license from the Bureau of Indian Standards as per Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Exceptions to this order include goods or articles intended for export and those produced by micro and small manufacturing units as defined in section 7 of the Micro, Small and Medium Enterprises Development Act, 2006.

Importers must furnish a self-declaration certified by the Council for Leather Exports before importing such footwear soles, confirming that the imported items are solely meant for the production or assembly of footwear for export purposes and not for sale in the domestic market of India.

Additionally, manufacturers holding old stock of footwear products without the Bureau of Indian Standards Mark prior to the commencement of this order are permitted to sell or display such declared stock until June 30, 2025.

The Bureau of Indian Standards is designated as the certifying and enforcing authority for Industrial and protective rubber knee and ankle boots.
