Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Drums and Tins (Steel Drums (Galvanized and Ungalvanized)) (Quality Control) Order, 2023.

OVERVIEW

The Ministry of Commerce and Industry has recently issued a Quality Control Order known as the "Drums and Tins (Quality Control) Order, 2023."

This order will take effect six months from the date of its publication in the Official Gazette.

It mandates that all drums and tins must adhere to the corresponding Indian Standard 2552:1989 (Steel Drums (Galvanized and Ungalvanized)) and bear the Standard Mark, obtained through a license from the Bureau of Indian Standards under Scheme-1 as outlined in Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

However, there are certain exceptions to this order:

  • This order does not apply to goods or articles manufactured domestically for export.
  • It does not apply to goods or articles filled with materials in powder, semi-solid, or liquid form when imported into India.

Additionally, there are different timelines for compliance based on the size of the enterprise:

  • For micro-enterprises, as defined under clauses (h) and (m) of Section 2 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), this order will come into force twelve months from the date of its publication.
  • For small enterprises, as defined under clauses (h) and (m) of Section 2 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), this order will come into force nine months from the date of publication.

The Bureau of Indian Standards is designated as the certifying and enforcing authority for ensuring compliance with this order.

Any individual or entity found in violation of this order will be subject to punishment as per the provisions of the Bureau of Indian Standards Act, 2016.

Implementation Dates: Effective six months from the date of its official notification.
